The other half of any SDR is the software (PowerSDR) The hardware is the other 
half.  It is required as I know of no other software that makes a FLEX-1500 a 
complete radio.

If you have Fldigi working using VAC, then the issue is more than likely with 
MultiPSK and Windows 7 and how it interfaces with sound card devices.

BTW, you should consider upgrading to PowerSDR v2.0.16 as uses the native USB 
drivers and un-complicates things now that the FLEX-1500 doesn't look like a 
sound card to Windows.

I wonder if anyone has been successful in interfacing a Flex 1500 with Multipsk.
I get the idea you can do it directly without Power Sdr, or maybe not. 
Setup here is:
Win 7 64 bit, Power SDR 2.0.8, VAC 4.09, vspMgr, Flex 1500 and a real need for 
step by step. Fldigi is working with no problem using the above setup.
