This could be a problem with the 1500, which I don't have. What version of PowerSDR are you using?

I set VAC and PowerSDR to the exact settings illustrated on the Flex Knowledge Base. CWskimmer's listing of call signs is still 7-10 kHz off from what is reported by other skimmers via RBN.. I tried with SR on and SR off, still not aligned. I ran a calibration via PowerSDR , that made no difference PowerSDR and the Flex 1500 do seem to report the accurate frequency, if PowerSDR is on 14024 CW, Skimmer is on 14025 in its frequency display. However, decoded signals in Skimmer are 7-10 kHz off in Skimmers waterfall and in the call list. Any more ideas?
