No, my guess is that it is .NET 4.0, NET 4.5 will not work on XP

I would say unlikely, as the %Usage is a factor of the processing done by
the application.  The only way that the OS could effect that is better
system calls ie: FireWire, USB, Video, disk, context switching, etc.

As Neal correctly pointed out if Windows 7/8 uses more resources, then it
might slow things down a little.  The largest factor would be how much
memory is being allocated for the guest OS.  The rest of the resource usage
should be better on 7/8.

If you have disk space why not install both and see which one you like best.
