I know this is not a solution, but try a web browser call AVANTI. I think it's much faster than IE. Also its not associated with IE so it does not have many of its security vulnerabilities. Has many slick features too.
As for the new board. I would suggest going to the EVGA website and make sure you have their latest drivers. Also check to see that the memory is being correctly identified by your system. If its dual channel do you have it in the correct slots? Is the voltage correct? Is the memory you have compatible with the new MB?
