I have had some good luck with Ham Radio DeLuxe and DM780. I was able to set up SSTV quickly and use it to transmit and receive on 20 meters.
I have had less than good luck in decoding CW, such as the ARRL bulletins on 20 meters. I'd like to find some better answers about this. I have XP-Pro, not Vista.
