Start with this: Check in your Bios that Speed Step is turned off.
Speed Step, Cool and Quite in AMD speak does not play well with Power SDR. Speed Step and the AMD version of same shuts down the CPU for small bits of time to reduce power and keep the CPU running cooler. Also check your performance profile on the computer, DO NOT USE power saving mode, put it on FULL TILT DESKTOP mode. Power savings are not a good mix with a real time operation like Power SDR.
