I guess first requirement is that you have enough processing muscle to do
the job. This means normally a CPU with multiple cores and a L2/L3 cache
over 1MB.

Secondly, you need a motherboard well-engineered to reduce latencies. So
far, Asrock boards are the King of the Hill by a long shot. ASUS is second.
Everyone else is third.

Thirdly, you want a fast disk system. Currently, PCIE-based solid state
drives are the king of the hill here, followed by Sata III solid state
drives, then Sata II solid state drives, then Sata III 7200RPM hard drives.

Fourth, you want fast memory and I would recommend 2GB for XP, 4GB for
Win7x86 and 6+B for Win7x64.DDR3-1333 is normally the fastest stock memory
speed.

Fifth, a good clean power supply, 450-750 watts. I prefer modular power
supplies as you do not need to have so many cords inside the case, clogging
up the airflow.

Finally, a crap-free installation of the operating system with tweaked
settings to keep out of the way of the radio!
