Gary I struggled with this also, and eventually just removed everything from the "chain" except JT65-HF:
1. I set the PSDR COM port to PTT and selected on COM3 2. I set JT65HF to control the rig on COM13 3. I set VSPMgr to pair COM3 with COM13 4.
