I do exactly the same procedure, except I normally press the START button to
stop the application, then I close the application, and then I power off the
5000A and then shut off the 12V power supply.

I just had it happen this morning.  When I closed PowerSDR early this
morning, the radio was on 75M.  When I started the application later in the
day, it was on 40M which is where I was using it on Friday.  After seeing
that, I shut it down and started it back up several times and each time
PowerSDR came back up to where I left it.  Go figure.

I have learned to live with it as a quirk because the band hopping happens
completely at random.  While it may be annoying, to quote an old timer
friend of mine, "it ain't the end of the world."

Years of both 3000 and 5000A and never had a "frequency change" with either 
and with all the PowerSDR changes.   I use Paul's procedure which I think 
has been recommended since day one or thereabouts.
