Hi Dudley - I will file a helpdesk request.  The Surface Pro has only one USB 
3.0 port that seems to be working with other USB devices - I am not using a hub 
so the Flex 1500 is the only USB device connected.  I am not running an 
anti-virus - stock windows 8 and I’m not aware of a way to stop what ever anti 
virus is built in - if any.  Not sure what enough time would be - 15 minutes 
enough?  The FlexRadio USB Kernel Driver shows up in the device manager but 
when I power on the radio the radio itself is never listed in the device 
manager per the KB I mention below.

You really need to turn this into the Flexradio HelpDesk.    May I suggest that 
you shut down you anti virus and try the install again,  move to different USB 
port,   Make sure you give enough time for the four drivers to install,  and 
check the windows device manager that the USB and FlexRadio kernels  have 
installed.    The FlexRadio kernel is the radio driver itself,  and I would bet 
is not coming up..







Of course this maybe a HW failure of the USB driver chip in the radio,  will 
need to come to mother Flex for some TLC.

I have followed the following Flex KBs

and manuall uninstalled the USB driver (right click run as admin) and
manually reinstalled the USB driver.  Rebooted and reconnected the Flex
1500 and powered it up but I still get this USB device not recognized
error.  I then uninstalled PowerSDR, rebooted, and reinstalled Powersdr
rebooted and I still get the same USB device not recognized error when I
power on the Flex 1500.  System configuration:

Flex 1500
PowerSDR 2.6.4
Windows Surface Pro Windows 8

I have left the 1500 Powered off and removed power - rebooted the PC,
uninstalled and reinstalled PowerSDR and fiddled with the USB cable.
