I've just checked in changes so that FGSubsystem::update takes a
double argument giving seconds elapsed since the last update (as Curt,
Jon, and many others requested).  The FDMs calculate their own
multiloop now, and I think the propeller is spinning properly again.

I've done some testing, but there are probably some hidden problems.
I'd appreciate it if everyone could give the changes a good workout.
