Yes. What Jim meant is, that if the original author wants to keep his
restrictive license on the original work, he might agree to license
a part of it in a different format (let's say in ac3d) under GPL.
This would then be targeted at a completely different audience and
not interfere with his original intention (that is: not allowing
commercial add-on publishers for the falcon sim to exploit his work).
But, of course, this still requires the copyright holder's explicit
agreement. BTW: it doesn't need to be the GPL. Any other GPL-compatible
license would also suffice, for example "public domain".
