Yes.  There exists a property called /controls/flight/drag-chute which takes a 
boolean value.

In JSBSim you could add a Kinemat component to the FCS, just like speedbrake, 
gear or flaps.  This would give you an fcs/drag-chute-norm value that you can 
use by also adding a "Drag-due-to-drag-chute" coefficient to the drag axis.

An interesting part is that the chute's effect is exponential with respect to 
time.  It takes a while for the chute to unfurl, and suddenly it opens.  I 
believe you could model this in either the FCS (?) or the drag coefficient 
(by including fcs/drag-chute-norm two or more times in the multiplier list)
