Gotcha! Never use a navaid without identifying it, as IFR instructors love to tell befuddled students. The NAV1 radio is tuned to 115.80 MHz by default, which is the SFO VOR (... ..-. ---). For the 28R ILS, I-GWQ (.. --. .-- --.-), you need to tune NAV1 to 111.70 MHz.
