It looks like two related topics got intermingled here.  The original topic 
was about the above NASA work on using propulsion (without thrust vectoring) 
to control airplanes, using a PCA autopilot system.  See prior thread called 
"speaking of MD-11's".

Somehow this got mixed up with thrust vectoring, a whole 'nuther thing.
