I have been thinking about it every now and then but I don't think there is an easy solution right now.
It's available at http://www.tarunz.org/~vassilii/fg/rain.diff It's working, and fixes the current buggy rain orientation behaviour for the views attached to the aircraft (while still inheriting bugs with the views attached to anything else).
