No you don't misunderstand.
The problem here is we don't  have a generic solution this must be calculated 
for each carrier or any AI object according to the .xml file definition , one 
calculation for Nimitz one for Foch one for .......   and so on.

Regarding that  feature i don't remember why it has been implemented into  the 
FDM itself and not out of it , more flexible it could have been used by any 
others FDM and any others specific features.
