On Gentoo FlightGear installs in /usr/share/games/FlightGear
After untarring a scenery file I see the files are not arranged in
the same way.

If you are seeing land, then you have the scenery installed properly.
Perhaps the default FG scenery isn't as exciting as you hoped? If you
only see water where there should be land, then you have a scenery
installation problem.
