This probably has to do with the way the view offset is prodded towards the goal offset, which is done in timed steps. Just for the record, a workaround (which is what I kept using so far and hence never met this bug before) would be use the mouse mode "2" - the one with the horizontal two-way arrow - which allows you to change your view direction, and even view offset when pressing the mid-button.
