The only way I've ever found to resolve this is to use the vertical lines that run into the footer, and then make a white-filled square in the footer. When the report is "drawn", the footer will be drawn after (and therefore on top of) the lines that ran over into the footer...
Needless to say, I'd love to see a better option supported directly, but I've never found one.
