I don't think there is a legal way. I am not sure what you are trying
to do here.
Since the fm file would leave the chain of custody, the authentication
of an electronic record maybe considered compromised.

individual using a certain computer generated or populated a single-
record database, as in a FMPA generated solution that has only one
record in it that a user populates and then sends via e-mail to
another individual. The document/database is in blank and not
specifically designated for that individual when they get it and
begin to populate it.
