It's very unlikely to be the clients that are creating the false flag, as they are beasts of very different colors. Some problems have been reported with 10.5.7, although I don't know that this is one of them. Any chance you're using an older machine with a non-Intel chip?
Can you see the server running in Activity Monitor (under 'Other User Processes')? If so, you might be able to stop it from there, or from the command line. If it is indeed running, you'd see something on the order of 5 or 6 meg of Real Memory assigned to fmserverd. I'm wondering if the installer itself isn't somewhow mistakenly first setting that flag, in which case you'd likely be SOE.
