After looking at permissions and working further with the files. It
would appear that the file are being lock down in Server 10. The files
are not lock or restricted permissions. If I take the files out of
Server 10, the files are modifiable. I can access the Manage Scrips in
the menu bar.

Iam logged in as a user with full access, but the scripts in menu

Probably, I have missed something obvious. I am using Snow Leopard
on a iMac.
