This is somewhat contrived, I'm not quite sure where you're going with this, but... If the font installer is also a font configuration consumer, then it may well want to be notified of external changes -- if it presents an interface displaying the "currently installed" fonts, it would have to update that list when some other application installed fonts. Might not be a graphical application either; just some console app run by the administrator.
