Via whatever mechanism we come up with for the non-X case.  For 
client-side fonts, the relevant domain is restricted to those processes
which share the same file namespace.  If there was a directory 
notification mechanism, that would clearly be sufficient for our needs 
here.

This is somewhat contrived, I'm not quite sure where you're going with 
this, but...

If the font installer is also a font configuration consumer, then it may 
well want to be notified of external changes -- if it presents an 
interface displaying the "currently installed" fonts, it would have to
update that list when some other application installed fonts.  Might not
be a graphical application either; just some console app run by the 
administrator.
