Backward compatibility or not, there is a XSLFO spec, which is in turn based on the XML spec, which defines tabs as whitespace. Whitespace treatment is detailed to some degree in http://www.w3.org/TR/xsl/slice7.html#white-space-treatment

Basically, the spec requires to treat tabs exactly like spaces.
