Hello Jan, are you working on this one? I have this problem too. Saved some sheets to CSV files with OOo Calc in Windows-1252 ISO-8859-15 ISO-8859-1 ASCII/US Unicode (UTF-8) Only UTF-8 is displayed correctly when opening CSV in PSPad. I switched back to 2655 it's ok there. ps I'm always working with UTF-8 but some customers send me CSV with other coding.
