You should be able to open it in ANSI. I guess CP1252 for you, ISO 8859-1 should
be ok too.
In the last build was change in UTF-8 loading, nothing else. 
Isn't Office able to save file in Unicode?

I am prepared to transfer PSpad into new Delphi version (full unicode support,
include controls, language files e.t.c., if all will be OK, there will be 64
bits PSPad version too), but it will consume big amount of time and I won't be
able to keep current version and prepare new version together. So I need to
stabilize current version and start work on the new one.
