There was an old DOS program called EEDesigner, that would do this function of

PADS for DOS use to have this GATE swapping feature for PCB layout and it helped
me a couple of times in doing some board layouts.
BUT......
Times have changed and things have changed, not always for the better, but they
just change.
(this is coming from a person that still uses Protel 2.8 16-bit PCB version for
board layout >:~)
