My thought exactly. As I wrote:

I could have added that the number reported seemed to have little relation 
to the number of vias on the board. To repeat, I don't know what is being 
reported. It may be a pure bug, or it may be that we don't understand the 
intended function. I'm leaning toward the former. If it is the latter, it 
could be said that the documentation is poor on this matter.

Ahem. I prefer to reserve the use of the word "lie" for intentional 
attempts to deceive through false statements. If a statement is false 
without an intention to deceive, it would be at worst careless, or more 
charitably, simply an error or oversight. I have found that people usually 
respond rather badly when accused of lying.

When a program fails to function as it clearly states it will function, 
either in the documentation or in on-screen information, that is a form of 
bug. Protel would have to be phenomenally stupid to deliberately introduce 
a bug. Obviously, whoever wrote the text comments in the dialog thought 
that the Routing Via Style rule would function with DRC. It doesn't. This 
should be fixed; either the program should be fixed so that it functions as 
stated, which is preferred, or the text should be corrected so that users 
are not misled.
