I just ran that test on an XP host, but Windows seems happy with
double-quotes:

[C:\]fossil.exe settings
access-log
allow-symlinks
auto-captcha
auto-hyperlink
auto-shun
autosync
binary-glob
clearsign
case-sensitive
crnl-glob            (global) *

[C:\]fossil.exe settings --global crnl-glob "*"
