I just tested and it's not the  sign of the timezone. I created a simple
git  repository  and  then  ran  through fossil  import  --git  and  the
resulting timestamps in the timeline  were displayed with localtime, not
UTC. I checked and the option  to display timestamps in localtime is not
enabled, so the timestamps are being stored incorrectly from the import.

If I backout [1aef260f4c0] it works correctly.
