It actually did get merged: http://fossil-scm.org/index.html/timeline?dp=1aef260f4c0a0fc74f45f624eb0cbe92b98bf6e8 I did some testing and it looks like fossil already had the correct timestamps. Perhaps whatever method you were using to get the data out of git was providing fossil incorrect timestamps?
