I note that proposals to do blocking-oriented filtering of this sort on Wikipedia are perennial proposals that are perennially shot down. The obvious thing to do would be for a third party to offer a filtering service. So far there are no examples, suggesting there is negligible demand for such filtering in practice - many individuals have said they want filtering, but not so much they want to do the work themselves.
