Subscriptions include upgrades, but you are not required to upgrade if you don't want to.
I subscribe to the Technical Communication Suite, which includes FrameMaker. I usually have to wait a month or two before the Suite is updated to include a new version of the software programs in the Suite. (The Suite costs $50 per month.)
