If I recall correctly, the need to do the 2-step PDF generation process ended some time around FM 8. It's also significant that neither part of the process was a "save as". The first step was to Print to a PDF file, then Distill the PS to PDF using the Adobe Distiller tool. It's also significant to note that the 2-step process did not produce an interactive PDF file. In particular, cross-references and coded hyperlinks are not active links because the link information was not passed through to the PS when you were "printing" a document or book.

All was well until everyone was upgraded to Windows 10 and the company wasn't willing to pay the subscription price for upgrading FM from a 32 bit app to 64 bit. Save to PDF was broken. After attempting to save two large books to PDF and ended up one "no file" and one that worked, I discovered that if I created a little dummy book (a 3-4 page) FM book and always did a save as PDF on it before doing the same with a real book, the save as PDF worked. That was several years ago. I only have to run the dummy book once during an FM session.
