Details:
Someone somewhere commented (can't find it now) that "Workers H/C/U/A" as a
column name in the city report with no further explanation is a bit
unfriendly to new users.
I think it would help if there were a tooltip when you hovered over the
column, displaying city_report_spec->explanation (the same text that you get
on the "Display" column chooser).
