Unless the workers attach importance to their current position, I can't think of a reason they should have preferred the coal-less hills. (In fact I never noticed them choosing to mine coal, so they may have been actively avoiding it, but I don't have evidence for that.) I don't know whether this is a recent regression, or longstanding, although I think we have fixed bugs of this kind in the past. I'm not sure what useful diagnostics I can provide.
