The large display panels usually called <foo>Advisor or <bar>Report that hang 
off the "Report" menu and or F1 - F12, starting with "Religious Advisor"  These 
often have more information than conveniently fits in the panel, and while they 
correctly get scroll bars when needed, being able to resize the panel has its 
uses.  For example, the other day I was looking at the Foreign Affairs Adivsor 
to decide which enemy to attack, but could not quite get both nations I wanted 
to compare visible, and had to scroll up and down to decide which was the 
better target.
