I can not comment directly on the lack of answers, as it seems from the
mail Michael Burschik was handling that.  I know he has had little time
available for FreeCol lately, but hopefully he will comment.

With respect to not making releases, that is my fault.  We were in a near
releaseable state back in April, and I have been trying to avoid string
changes since then.  However there were a few AI crashes that needed to be
fixed, the fixes caused performance regressions, regression fixes caused new
crashes, and so on.  This has improved recently, the AI is now performing much
better, and I am confident a release will happen... but not quite yet.

Likewise.  Is there a release frequency requirement at translatewiki?

With respect to the specific questions:

FreeCol needs a way to construct names for its autosave and last-turn save
files.  It uses the value of various game options for this.  The messages
needing translation here are the name/description of these options.  "stem" here
is effectively referring to what will be the middle part of the constructed
file name.

These are technical terms from heraldry, referring to the details of the nation
flags.  I do not know much about this, but if you google "per bend sinister" 
the first
hit is a relevant Wikipedia article.

No.  The "{{" starts a set of alternatives that depend on the actual number the
game supplies for the %turns% parameter.  Look for <tag>=<value> pairs, like
"one=next turn" and just translate the <value> part.
