I did not think that the discussion was on CSIR 'creating' patents
(which does beg the question - can patents be 'created' ?) but more on
the concept of 'monetize' which perhaps is more aligned with the fact
that in the near future CSIR expects to extract monetary benefits for a
corpus of work that it has already received funding to generate.
