I do agree that as we (the people of India) paid for that research in the first place we shouldn't have to pay again to use it. Go ahead and patent, and permit bona fide Indians and Indian companies to use those patents for free. Or, as Saurabh suggested, withdraw CSIR's funding and let them become self-sustainable through selling and ``monetising'' patents. Can't have your cake and eat it too.
