As far as I know, the source code for Hexen and Heretic was released
under the GNU GPL v2 _(but unfortunately not the game data if my
understanding is correct). That said, there are open content game data
for Heretic on <https://github.com/Blasphemer/blasphemer> and for Hexen
on <https://github.com/CireG/Zauberer/>. And of course, there's Freedoom
at <https://github.com/freedoom/freedoom>.

Sounds good to me. I can provide the translations before September and
take a look at the RC CDs to check if the l10n looks OK.
