If tail and uptime are the only issues I can solve the former: I've got a PD (it's unambiguous that this was the author's intent; it says "Copyright: None. Released to the public domain.") version of tail I took from Minix a while ago for another project before replacing it with the BSD version. I got it to roll under Watcom and it seems to work there, just kitbashed (I didn't do any advanced testing).
Uptime, that's trickier, I'm not sure how exactly that could be determined, but I could perhaps kitbash something up.
