Old Windows (e.g. 7) used to let you make a system floppy (using DISKCOPY.DLL, which has a bundled MS EBD disk or whatever). RUFUS will optionally use this if you don't choose FreeDOS. (Yes, RUFUS supports the LiveCD but also has a very minimal FreeDOS bundled already.)
