Perhaps then we should start maintaining such a list, at least for the very 
core of FreeDOS?

For example, who feels currently responsible for the kernel? Who pushes out new 
releases? Who makes sure that bug reports are responded to, so that people 
investing time contacting us do not waste their time?

As it is now, while quite a few people contribute to different parts of the 
FreeDOS ecosystem, there seems to be a lack of decision making. And I think 
that this is mainly a result of the programs not having well-defined 
maintainers.

To make a start: I feel responsible for FDISK, so would consider myself its 
current "maintainer".

The people on such list could be contacted once a year or so to ask if they are 
still willing to contribute...
