In my opinion this information should be publicly exposed in one place on the website. We may initially collect this by a spreadsheet, but an online spreadsheet, so it is available to everyone. No need to collect bugs in the spreadsheet. These are already scattered enough on the several different issue trackers (sourceforge, Gitlab, Github), and maintaining another list does not give us much.
