It's in the FreeDOS Files Archive at Ibiblio, where we keep Freemacs. Russel provided a long list of fixes that he never rolled into Freemacs, and I didn't either. If you're interested in adding an edit mode to Freemacs, I think writing an html-mode would be a welcome addition. Being a "maintainer" for FreeDOS programs may not require a ton of work. DOS stopped being a moving target in 1995 so it's not like you're chasing new features.
