That's changing the fundamental way DOS works.  You're correct that all those 
items need to be addressed, but things like date & time & currency formats and 
upper/lower-case relationships are considered Country settings in DOS and not 
Language settings.  As I stated earlier, though all those things are 
inter-related they are treated as separate and distinct by DOS.
