Yes. All of the media can do that.

Just boot the install media.

Then the installer starts automatically.

Select your language.

Then exit the installer.

This will quit the installer an drop you to a command prompt.

From there, you can run fdisk, format and several other commands to manually 
partition and/or format the a hard drive and transfer system boot files.
