As you know there is a Spanish translation in the works now.  
Jorge has passed along some ideas on how to best manage it in
relation to upgrading later etc.
There are plenty of case studies for Zope internationalization.
But, these have almost all been done using 2.4.x and later. 
Because of the improved functionality in Python 2.x

Since Zope 2.4.x I understand that the localizer product helps a
great deal.
After looking at the feature list planned for Zope 2.5 I decided
not to chase the 2.4 versions at all.  This was due to the change
to Python 2.x  instead I started working with 2.5.  THe next
version of FreePM will require Zope 2.5.x  This is moving along
quickly but there are a few minor issues to work out still.
I will also include the localizer in that version.
